On 30 June 2020, the “Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region” (“Hong Kong National Security Law”) was listed in Annex III to the Basic Law and was promulgated for implementation on the same day, establishing the legal framework for safeguarding national security in the Hong Kong Special Administrative Region (HKSAR). Since the launch of its first and second seasons, the programme “NSL Chronicle” has garnered attention from various sectors. Through the professional explanations provided by two lawyers and guests, the programme aims to help Hong Kong citizens correctly understand the contents of the “Hong Kong National Security Law” and alleviate their concerns.

On 8 March 2024, the “Safeguarding National Security Bill” was introduced into the Seventh Legislative Council of the HKSAR for its first reading and was passed unanimously on 19 March after its third reading. This marked the completion of the constitutional responsibility and historical mission of enacting legislation for safeguarding national security as stipulated in Article 23 of the Basic Law. The Bill was gazetted and came into effect on 23 March. Since then, the “Hong Kong National Security Law”, the “Safeguarding National Security Ordinance”, and other relevant laws have formed a comprehensive and effective legal system and enforcement mechanism for safeguarding national security. What is the latest situation regarding the implementation of the “Hong Kong National Security Law”? What are the noteworthy aspects of the “Safeguarding National Security Ordinance”? How do these two laws plug the loopholes in national security in Hong Kong? Should citizens be concerned about inadvertently breaking the law? In particular, what are the concerns of young people? The newly produced radio and television programme “NSL Chronicles III” invites individuals from different sectors of the society, including officials, councillors, scholars, and young people, to participate in discussions.
